Temporary Visitors Visa under Section 9A (Tourist)

There are three types of temporary visitor visas. The most common temporary visitor visa is that issued for holiday purposes. Usually, this refers to a tourist visa where the stay of the foreigner is intended solely for the purpose of a leisurely stay in the Philippines.

Another type is the business visa where the purpose of the temporary stay of the foreigner is to prospect for areas of investment.

The other type of temporary visitor visa is issued for health purposes. This is usually granted to a foreigner whose intention in the Philippines is to convalesce from a serious injury or illness.

Tourist Visas given to foreigners upon entry:

a.EO 408

are given 30 days free visa upon arrival. This privileged are applicable to non-restricted nationals.

b. 9A – 30 days

c. 9A – 59 days

Items b & c are given to those who applied for an Entry Visa from the Philippine Embassies or Consulate office from the country of Origin. Usually applicable to those who are considered as restricted nationals.

d. 9A – 14 days (given sometimes to Indian nationals)

e. 9A – 7 days (given sometimes to ROC nationals)

I. Tourist Extension:

Requirements for extension:

  • Passport
  • Application Form
  • Accreditation ID (if filed through accredited representative)

Procedures:

a. Individual Applicants

  • Get queuing number at Public Information & Assistance Unit (PIAU)
  • Proceed to Tourist Visa Section and wait for the numbers to be serve
  • Assessment of Fees
  • Payment at the Cashier
  • Submit Receipts to Window 30 – 31 for processing
  • Wait for the names to be called for the releasing of extended tourist visa on the same window (more or less 30mins)
  • If with Icard, wait at least 1 hour for the releasing on the same window

b. Through accredited representatives

  • Submit passport for Order of Payment Slip 
  • Cashier  – Payment
  • Submission of passport with official receipts 
  • Releasing of passports w/ updating of stay 

Note: Processing takes more than 1 week to get back passports with updated tourist visa.

II. Pre-arranged Employment Visa under Section 9G (Missionary)

Foreigners who will be engaged in religious or educational work. They will be required to present documentary proofs which are applicable to an applicant seeking admission. However, they need not submit an alien employment permit issued by the Department of Labor and Employment.

Missionary visas may be issued to aliens: (a) who are members of a religious denomination having a bona fide nonprofit, religious organization in the Philippines; (b) whose purpose is for carrying on the vocation of a minister or as a religious worker of that religious denomination; (c) who shall be coming to the Philippines in order to work for the organization at the request of the organization in a professional capacity in a religious vocation or occupation; and (d) whose purpose shall be to undergo formation training, including studying under affixed curriculum in pursuance of such formation training.

a. Conversion or Change of Status from Tourist to Missionary Visa

Requirements:

  • Please refer to the checklist of requirements for conversion (www.immigration.gov.ph)
  • Passport with updated stay of not less than 20 days upon application
  • CBCP Endorsement Letter
  • Guarantee Letter
  • Accreditation ID (if filed through accredited representatives)

Procedures:

  • Evaluator (Public Information & Assistance Unit)- checking of requirements
  • Registration Officer – registration of applicants
  • Assessor  –issuance of the Order of Payment Slip
  • Cashier – Payment
  • Central Receiving Unit  – submission of folders with attached receipts
  • Data Trail – Fingerprinting and data capturing for ACR/I-card –schedule usually takes 3-5 working days after submission of application

Note: Processing takes more or less 2-3 months to be approved by the Bureau of Immigration upon submission.

b. 9G Missionary Visa Renewal/Extension

Requirements:

  • Please refer to the checklist for renewal (www.immigration.gov.ph)
  • CBCP Endorsement Letter
  • Guarantee Letter
  • Missionary Visa should be valid upon application (expired missionary visa need to be downgraded back to tourist visa)
  • Accreditation ID (If filed by Accredited Representatives)

Procedures:

  • Evaluator (PIAU)- checking of requirements
  • Registration Officer – registration of applicants
  • Assessor –issuance of the Order of Payment Slip
  • Cashier – Payment
  • Central Receiving Unit – submission of folders with attached receipts

Note: Processing takes more or less 2-3 months to be approved by the Bureau of Immigration upon submission.

III. Re-stamping of Visa

Required for those who have new passports or with extended validity of passports.

Requirements:

  • Passport/s
  • Letter of request for re-stamping
  • Approval copy of the latest missionary visa
  • Photocopy of ACR/Icard
  • Accreditation ID (If filed through Accredited Representatives)

 Procedures:

  • IRD – cancellation of old passport (IF NEW PASSPORT IS EMPTY/NO STAMP OF LATEST ARRIVAL)
  • Records Section– authentication of the approval copy
  • Verification Control Unit– derogatory check
  • Executive Office – issuance of the order of payment slip (OPS)
  • Cashier – payment
  • Executive Office – submission of application with receipts of payment and issuance of claim stub with scheduled date of release
  • Executive Office – submission of application with receipts of payment and issuance of claim stub with scheduled date of release if individual applicants
  • Executive Office  – releasing of passports

Note: Processing takes more than a week upon submission of passports.

IV. Grace Period

Applicable to foreigners who wants to go out of the country whose missionary visa expires and pending for approval of renewal or extension with the Bureau of Immigration

Requirements:

  • Letter of request for grace period
  • Airline ticket
  • Photocopy of the requirements submitted for renewal/extension with received stamp of Immigration (Need to check at the Legal Department if who is the Hearing Officer assigned to borrow folder for photocopy)
  • Photocopy of passport
  • Photocopy of ACR/Icard
  • Accreditation ID (If filed through Accredited Representatives)

Procedures:

  • Window 23 – Derogatory check
  • ARD– issuance of OPS
  • Cashier  – payment
  • Evaluator – for the checking of requirements
  • Central Receiving Unit – submission of folders with attached receipts
  • Hearing Officer – recommendation of grace period
  • Commissioner’s Office – approval of grace period
  • Executive Office  – checking of application, if approve submits passport for stamping of grace period (claim stub given for the schedule of release)
  • Executive Office – releasing of passports with grace period stamps

Note: Processing takes more or less 1 month to be approve by the Bureau of Immigration upon submission.

V. Downgrading of Visa

applicable for the following: (a) foreigners whose missionary visa expired; (b) compliance of the 10 years limit; and (c) those who are leaving the country for good)

Requirements:

  • Letter request for downgrading of visa from the congregations petitioner
  • Passport
  • ACR/Icard
  • Approval copy of the latest missionary visa
  • Accreditation ID (If filed through Accredited Representatives)

Procedures:

  • Window 22–derogatory checking and issuance of Order of Payment Slip
  • Cashier– Payment
  • Central Receiving Unit – submission of folders with attached receipts
  • IRD – Implementation of approve downgrading visa to the passport

Note: Processing takes more or less 1 month to be approved by the Bureau of Immigration upon submission. If stay exceeded 5 years, processing takes more or less 2-3 months and subject for Order to Leave. NBI Clearance needed as additional requirements.

VI. Exit Clearance Certificate (ECC):

applicable for foreigners who are travelling out of the country. Different types of Exit Clearance Certificates are the following: (a) ECC with SRC (Special Return Certificate); (b) ECCA (Tourist visa for more than 6mos. of stay/leaving the country for good with downgraded visa); and (c) ECC with RP (Re-entry Permit)

a. ECC with SRC (Special Return Certificate)

applicable for missionary visa holder

Requirements:

  • Passport
  • ACR/Icard original
  • Application Form

Procedures:

  • Assessor – issuance of OPS
  • Cashier- payment
  • ARD – submission of application with receipts of payment for the validation and releasing

Note: Processing takes 1-2 hours upon submission of application.

b. ECCA (Tourist visa for more than 6mos. of stay/leaving the country for good with downgraded visa)

Requirements:

  • Passport
  • Application Form
  • 2×2 ID Pictures 3pcs.
  • Accreditation ID (If filed through Accredited Representatives)

Additional for Downgraded visa:

  • Downgrading order/approval
  • ACR/Icard Cancellation
  • NBI Clearance (FOR ORDER TO LEAVE ONLY)

Procedures:

  • Alien Registration Division – evaluation of requirements and submission for derogatory check
  • Assessor – issuance of Order of Payment Slip
  • Cashier  – payment
  • ARD – submission of application with receipts of payment and issuance of claim stub with scheduled date of release.
  • ARD – releasing of Exit Clearance Certificate

Note: Processing takes 3 working days upon submission of application.

ARD (MR. ERICK MARFIL) – for evaluation, issuance of OPS and preparation of Exit Clearance Certificate if downgrading is Order to Leave. Exit Clearance Certificate and passport will be given at the Airport upon departure by the Immigration Officer.

c. ECC with RP (Re-entry Permit)

applicable for permanent visa holder

Requirements:

  • Passport
  • ACR/Icard original
  • Application Form

Procedures:

  • Assessor– issuance of OPS
  • Cashier – payment
  • ARD  – submission of application with receipts of payment for the validation and releasing

Note: Processing takes 1-2 hours upon submission of application.

VII. ACR/Icard Applications:

This transaction includes the following: (a) Icard renewal for quota/permanent visa holder; (b) Reject Icard; (c) Icard Certification; (d) Icard Cancellation; (e) Icard waiver; (f) Re-issuance of lost Icard; and (g) Icard Re-printing.

a. ACR/Icard renewal (Quota Visa Holder)

applicable for quota/permanent residence visa holder only

Requirements:

  • Passport
  • ACR/Icard original
  • Application form
  • Authenticated approval copy
  • Accreditation ID (If filed through Accredited Representatives)

 Procedures:

  • Records Section –authentication of the approval copy
  • Alien Registration Division – evaluation of requirements and issuance of OPS
  • Cashier – payment
  • ARD – submission of application with receipts of payment and issuance of claim stub
  • ACR/Icard – releasing once ACR/Icard is available

Note: Processing takes 2-3 weeks upon submission of application.

b. Reject ACR/Icard

(needed if there are any corrections with the data)

Requirements:

  • Passport
  • ACR/Icard original
  • Barangay Certification (if there is a change of address)
  • Certification of one and the same person from the embassy (if there is any changes or additional in the name/s)
  • Affidavit of one and the same person from the applicant (if there is any changes in the name/s)
  • Accreditation ID (if filed through Accredited Representatives)

Procedures:

  • Alien Registration Division – evaluation of requirements and issuance of OPS
  • Cashier– payment
  • ARD – submission of application with receipts of payment and issuance of claim stub
  • ACR/Icard – releasing once ACR/I-card is available

Note: Processing takes 2-3 weeks upon submission of application.

c. ACR/Icard Certification

applicable for those with Grace Period only

Requirements:

  • Passport
  • Photocopy of ACR/Icard
  • Application Form
  • Approval copy of grace period
  • Airline Ticket
  • Accreditation ID (If filed through Accredited representative)

 Procedures:

  • ARD – derogatory check and issuance of Order of Payment Slip
  • Cashier – payment
  • ARD – submission of application with receipts and releasing after scheduled date

Note: Processing takes 1-2 days upon submission of application.

d. ACR/Icard Cancellation

applicable for downgraded missionary visa and for those who went out of the country and visa expires while they’re still abroad.

Requirements:

 Downgraded missionary visa:

  • Passport
  • ACR/Icard original
  • Letter of request for cancellation
  • Downgrading order
  • Accreditation ID (If filed through Accredited representative)

Visa expires abroad:

  • Passport
  • ACR/Icard original
  • Letter of request for cancellation
  • Latest Arrival & Departure print out
  • Accreditation ID (If filed through Accredited Representative)

Procedures:

  • Alien Registration Division – evaluation of requirements, DERO and issuance of Order of Payment Slip
  • Cashier– payment
  • Central Receiving Unit – submission of application with receipts of payment
  • ARD – cancellation of ACR/Icard

Note: Processing takes 1-2 days upon submission of application.

e. ACR/Icard Waiver

applicable for those who are travelling out of the country pending for the issuance of I-card

 Requirements:

  • Passport
  • Photocopy of ACR/Icard Claim Stub
  • Photocopy of Receipts for filing of Visa
  • Letter of request for Waiver
  • Airline Ticket
  • Accreditation ID

 Procedures:

  • Verification Certificate Unit – derogatory check
  • ARD – issuance of Order of Payment Slip
  • Cashier – payment
  • Central Receiving Unit – submission of application with receipts of payment and releasing

Note: Processing takes 1-2 days upon submission of application.

f. Re-issuance of Lost ACR/Icard

Requirements:

  • Passport
  • Photocopy of ACR/Icard (data base print out if no photocopy)
  • Application form
  • Police Report
  • Affidavit of Loss
  • Letter of request for re-issuance
  • Accreditation ID (If filed through Accredited Representative)

 Procedure:

  • Alien Registration Division– evaluation of requirements and issuance of OPS
  • Cashier – payment
  • Data Trail – for data re-capturing and fingerprinting
  • ARD  – submission of application with receipts of payment and issuance of claim stub
  • ACR/I-card – releasing once ACR/I-card is available

Note: Processing takes 2-3 weeks upon submission of application.

g. ACR/Icard Re-printing

(If newly released ACR/Icard has any discrepancy with the details printed like name, date of birth, petitioner’s name and validity)

Requirements:

  • Letter of request for re-printing
  • Copy of passport
  • Original ACR/I-card
  • Approval copy
  • Accreditation ID (If filed through Accredited Representative)

Procedures:

  • Central Receiving Unit  – submission of requirements
  • Data Trail– checking of the availability of the new ACR/Icard and releasing

Note: Processing takes more than 1 week upon submission of application.

VIII. Annual Report Payment

preferably for Senior Citizens only since the Immigration requires personal appearance of the applicants, unless transactions are paid along with the ACR/Icard cancellation and with tourist visa extensions.

Requirements:

  • Passport
  • ACR/I-card original
  • Previous year’s copy of receipts in case might ask

Procedures:

  • Alien Registration Division  – issuance of OPS
  • Cashier – payment

Note: Processing takes 1 day only.

Motion for Reconsideration (MR):

There are three types of MR usually process by the office namely: (a) due to dismissed missionary visa application; (b) due to dismissed ACR/Icard; and (c) Order to Leave for downgrading of missionary visa back to tourist.

a. Dismissed Visa Application

Requirements:

  • Letter of request
  • Order copy for the dismissal/denial
  • Compliance needed that causes the dismissal/denial (stated in the order)
  • Copy of passport
  • Accreditation ID (If filed through Accredited Representative)

Procedures:

  • Verification Certificate Unit – derogatory check
  • ARD – issuance of Order of Payment Slip (OPS)
  • Cashier – payment
  • Central Receiving Unit – submission of application with receipts

Note: Processing takes more or less 2-3 months upon submission of application.

b. Dismissed Icard Application

Requirements:

  • Letter of request
  • Order copy for dismissal/denial
  • Compliance needed that causes the dismissal/denial (stated in the order)
  • Copy of passport
  • Accreditation ID (if filed through Accredited Representative)

Procedures:

  • ARD – issuance of Order of Payment Slip (OPS)
  • Cashier– payment
  • Central Receiving Unit – submission of application with receipts

Note: If the reason for dismissal/denial is with active ACR/Icard, need to process Icard cancellation first  and attached proof of cancellation to continue the application for MR. Processing depends as to when will the visa approves or 2-3 weeks if the visa already stamps in the passport.

c. Order to Leave for downgrading of missionary visa back to tourist

Requirements:

  • Letter of request from the applicant or petitioner
  • Order copy of the downgrading where the Order to Leave is issued
  • Copy of the passport
  • Accreditation ID (If filed through Accredited Representative)

Procedure:

  • Verification Certificate Unit – Derogatory check of the applicant
  • ARD – Issuance of Order of Payment Slip (OPS)
  • Cashier  – payment
  • Central Receiving Unit– submission of application with receipts
  • IRD – follow up application after 3 weeks

Note: Processing takes more or less 2-3 months upon submission of applications

Revalidation of Visa

(applied for applicant/s that were out of the country upon approval of visa conversion)

Requirements:

  • Passport showing latest departure and arrival stamps
  • Letter of request for revalidation
  • Accreditation ID (If filed through Accredited Representative)

Procedure:

  • Verification Certificate Unit – derogatory check
  • Assessor – issuance of the order of payment slip (OPS)
  • Cashier – payment
  • Executive Office – submission of application with receipts of payment and issuance of claim stub with scheduled date of release of the passport
